الرئيس أوباما يقر قانونا جديدا لصالح ذوي الإحتياجات الخاصة المطلق عليه قانون الإتصالات والفيديو لذوي الإحتياجات الخاصة للقرن الحادي والعشرين Twenty First Century Communication and Video Accessibility Act. ومن المعلوم أن العمل على ذلك القانون بدأ قبل 5 سنوات من قبل جهات ناشطة في دفع عجلة تقنين حقوق الأشخاص من ذوي التحديات الخاصة. ويلزم القانون الجهات العامة والخاصة الأخذ بعين الإعتبار توفير النفاذ السهل والفرص والإحترام للمكفوفين وسائر فئات التحديات البصرية فيما يتعلق بتقنيات الإتصالات والفيديو. وعلق الرئيس أوباما قائلا بأن من حق الكفيف وصاحب التحديات السمعية أن يتصفح التلفاز أو أجهزة الدي في دي بكل سهولة كما أنه من حقه أن يكون قادرا على إرسال الرسائل الإليكترونية بواسطة الهواتف الذكية أولا بأول شأنه شأن المبصر. كما دعى الحكومة الفيدرالية الأمريكية بأن تكون مثالا حقيقيا في تبني توظيف الكوادر من أصحاب التحديات الخاصة.
وبذلك يكون هذا الإقرار هاما ومبشرا للكفيف على وجه الخصوص لأن الحوافز والقوانين سوف تجبر الشركات المنتجة لأجهزة الإتصالات والمرئيات القياسية في أمريكا أو تلك التي تشتهي أن تسوق أجهزتها فيها بأن تأخذ بعين الإعتبار إحتياجات المكفوفين والفئات الأخرى بحيث يكون الإخلال بذلك أو تجاهله فاتحا لباب المقاضاة أو المسائلة القانونية ضد مثل تلك الشركات.
