ما هو قانون Section 508 ؟ وماذا يعنى للكفيف

القانون يحمي الكفيف وسائر فئات ذوي الإحتياجات الخاصة بحقه في النفاذ إلى المعلومات

في عام 1998 أدخل الكونجرس الأمريكي قانونا لتعديل قانون إعادة التأهيل الداعي إلى إلزام جميع المنشآت الفيدرالية بتوفير أنظمة معلومات إليكترونية قابلة لنفاذ الكفيف إليها بالإضافة إلى جميع الفئات الأخرى من ذوي التحديات الخاصة. ويدعو قانون Section 508 إلى المساواة في النفاذ إلى نظم المعلومات الإليكترونية الخاصة بجميع الأجهزة الحكومية والفيدرالية الأمريكية بين جميع أفراد المجتمع. ويزيل هذا القانون الحواجز أمام ذوي الإحتياجات الخاصة ويمنحهم فرص متساوية في المطالعة والتصفح والتحصيل والتقدم إلى وظائف حكومية وفيدرالية.
وعليه فإن المنشآت الفيدرالية يجب أن تراعي شقين هامين في هذا القانون:

الشق الأول
وهو الشق الذي يهم سائر أفراد المجتمع والذين يجب أن توفر لهم المنشآت الفيدرالية نظم معلومات قابلة لنفاذ المكفوفين إليها مثل صفحات الإنترنت الحميمة لتقنيات المكفوفين.

الشق الثاني
وهو الشق الذي يتعلق بتوفير أنظمة معلومات وأجهزة وبرامج وبنية تحتية قابلة لنفاذ المكفوفين إليها مثل:

1. نُظم التشغيل الحميمة للتقنيات التعويضية والبرامج المكتبيةالمنصبة في مثل تلك المنشآت
2. مواقع صفحات الإنترنت للمنشأة الفيدرالية
3. أجهزة الإتصالات
4. أجهزة الفيديو والوسائط المتعددة
5. الأجهزة المكتبية الأخرى مثل الآلات الحاسبة وأجهزة الفاكس
06. أجهزة الحاسوب المختلفة

وتُطبق هذه القوانين حيث من الممكن أن تتعرض المنشأة المخالفة إلى عقوبات صارمة ويستطيع ذوي الإحتياجات الخاصة رفع قضايا مكلفة ضد المنشآت المخالفة.
